Is this a Morrowind Glitch?

Well, if the whole spells panel is gone, you simply may have deactivated it. In MW you can disable the single parts of the menu by clicking the icons at the bottom of the screen (health bar, active weapon/spell, effects). Maybe you accidently clicked the icon showing the currently chosen spell while the menu was open. To undo this, just open the menu and click the icon again.
