Does your 19 month old not like his gentials touched?

My lil boy does not like it wen we wash his area. Is this normal im worryed about this. Any info would help oh he is uncut thats y we keep it clean.and i did mention it to the doctor at the er today. " he has strep" but she pulled his forskin back and i thought u where suppose to wait to do it till 3. Please no rude answers
