If black schools are given more funding, better teachers (blacks, like they demand), and they still fail?

Even in so called rich areas, where blacks get PAID 6 figure $ Govt. for made up nothing jobs, their off spring are still a blight. Any Ideas on this? And not a rant, just fact.
